In a candid and significant observation, Supreme Court Judge Justice N. Kotiswar Singh has highlighted that judges in India are facing serious health issues due to excessive work pressure, bringing attention to the often-overlooked human cost of judicial functioning.

Speaking at a national conference organised by the Supreme Court Bar Association (SCBA) on the theme “Reimagining Judicial Governance: Strengthening Institutions for Democratic Justice”, Justice Singh stated that judicial work is taking a toll on both physical and mental health of judges.

He remarked that many judges suffer from high blood pressure and other stress-related ailments, attributing these conditions directly to the intense workload and pressure associated with judicial responsibilities.

Sharing a personal experience, Justice Singh noted that he was physically fit during his time as an advocate but developed health issues after joining the judiciary. He pointed out that such conditions are common among judges, describing high blood pressure as a “disease peculiar to judges” caused by continuous stress and workload.

The judge further observed that the general public is largely unaware of the actual working conditions within the judiciary, particularly in the lower courts. He highlighted that district court judges often work in difficult and inadequate conditions, which further aggravates stress levels.

Justice Singh also raised concerns about the pressure on trial courts to complete cases within stipulated timelines, noting that while costs can technically be imposed for delays, in practice such costs are minimal. He added that lower judiciary judges often hesitate to take strict measures due to institutional and professional pressures, including fear of backlash from the Bar.

The remarks underscore broader systemic challenges within the judiciary, including:

  • Heavy case load and pendency
  • Lack of adequate infrastructure
  • Mental stress and professional pressure
  • Limited institutional support for judges

Justice Singh’s observations bring renewed focus on the need for judicial reforms not only in terms of laws and technology but also in improving working conditions and well-being of judges.

The statement is significant as it shifts attention towards the human dimension of justice delivery, emphasizing that ensuring the health and efficiency of judges is essential for maintaining the overall effectiveness of the judicial system.

Supreme Court के न्यायाधीश Justice N. Kotiswar Singh ने एक महत्वपूर्ण टिप्पणी करते हुए कहा है कि अत्यधिक कार्यभार और दबाव के कारण जजों का स्वास्थ्य गंभीर रूप से प्रभावित हो रहा है।

उन्होंने यह टिप्पणी Supreme Court Bar Association (SCBA) द्वारा आयोजित एक राष्ट्रीय सम्मेलन में की, जहां न्यायिक व्यवस्था और संस्थागत सुधारों पर चर्चा की जा रही थी।

न्यायमूर्ति सिंह ने कहा कि जजों को उच्च रक्तचाप (high blood pressure) और अन्य तनाव से जुड़ी बीमारियों का सामना करना पड़ता है, जिसका मुख्य कारण लगातार बढ़ता कार्यभार और मानसिक दबाव है।

उन्होंने अपने अनुभव साझा करते हुए बताया कि वकालत के समय वह शारीरिक रूप से स्वस्थ थे, लेकिन जज बनने के बाद उनके स्वास्थ्य पर असर पड़ा। उन्होंने इसे जजों के बीच सामान्य समस्या बताते हुए कहा कि यह कार्य के अत्यधिक दबाव का परिणाम है।

अदालत ने यह भी कहा कि आम लोगों को न्यायपालिका की वास्तविक कार्य परिस्थितियों की जानकारी नहीं होती। विशेष रूप से जिला न्यायालयों में कार्यरत जज अत्यंत कठिन परिस्थितियों में काम कर रहे हैं, जिससे उनका तनाव और बढ़ जाता है।

उन्होंने यह भी बताया कि निचली अदालतों पर मामलों को समय पर निपटाने का दबाव रहता है, लेकिन व्यवहार में जज अक्सर कठोर कदम नहीं उठा पाते क्योंकि वे विभिन्न प्रकार के पेशेवर दबावों का सामना करते हैं।

न्यायमूर्ति सिंह की यह टिप्पणी महत्वपूर्ण है क्योंकि यह न्यायिक सुधार की चर्चा को केवल कानून और तकनीक तक सीमित न रखकर जजों के स्वास्थ्य, कार्य वातावरण और मानसिक स्थिति की ओर भी ध्यान आकर्षित करती है।

यह निर्णयात्मक टिप्पणी इस बात को रेखांकित करती है कि न्याय व्यवस्था की गुणवत्ता बनाए रखने के लिए जजों का स्वस्थ और संतुलित कार्य वातावरण सुनिश्चित करना अत्यंत आवश्यक है।
