Lucknow Tense As Lawyers Clash With Police During Demolition Drive Near Civil Court; Lathi-Charge, Stone Pelting Reported

Tension gripped parts of Lucknow’s Kaiserbagh area on Sunday after a large-scale confrontation broke out between protesting lawyers and police personnel during an anti-encroachment and demolition drive conducted near the District and Sessions Court complex. The situation escalated rapidly after police allegedly resorted to a lathi-charge to disperse agitating advocates opposing the demolition of allegedly illegal lawyer chambers and structures around the old High Court and civil court premises.

According to reports, the demolition drive was carried out by the Lucknow Municipal Corporation (LMC) with heavy police deployment following directions issued by the Allahabad High Court’s Lucknow Bench regarding removal of encroachments in and around the judicial complex area. Bulldozers and municipal teams arrived in the Kaiserbagh region early in the day to clear structures allegedly built illegally on roads, footpaths, drains and government land surrounding the court premises.

As the demolition operation began, hundreds of lawyers reportedly gathered at the site and raised slogans against the administration, alleging that the authorities were targeting advocates without providing adequate rehabilitation or alternative arrangements. Protesters attempted to stop the bulldozers and clashed with police personnel deployed at the location. Reports stated that the confrontation soon turned violent, with incidents of stone pelting and pushing between advocates and police officials.

Several videos circulating on social media showed chaotic scenes outside the court complex, with advocates running amid smoke, barricades and police action. Eyewitnesses claimed that police used batons to disperse the crowd after protesters allegedly tried to obstruct the demolition machinery and breach police barricades. A large number of police personnel, including officers from multiple police stations and reserve forces, were deployed in the area to control the situation.

The demolition drive stems from earlier directions issued by the Allahabad High Court, which had taken serious note of extensive encroachments around the old High Court and district court premises in Kaiserbagh. In March 2026, the High Court observed that public roads, footpaths and drains had been occupied through illegal chambers, shops and temporary structures, many of which allegedly belonged to advocates. The Court directed the Lucknow Municipal Corporation to take “immediate action” and proceed with removal of unauthorized constructions.

Municipal authorities had earlier identified nearly 72 illegal encroachments in the judicial area, while later reports suggested that more than 200 lawyer chambers and structures had been marked for demolition. Notices were pasted on the structures and red marks were placed on several chambers in the days leading up to the demolition drive. Authorities stated that encroachers had been given time to voluntarily remove the structures before coercive action was initiated.

According to civic officials, the encroachments had caused severe traffic congestion and obstruction in the Kaiserbagh judicial zone for several years. Authorities alleged that several chambers had been constructed illegally over drains, footpaths and public pathways, adversely affecting traffic movement, sanitation and public access. Officials further stated that repeated notices and earlier demolition drives had failed to permanently remove the encroachments.

However, protesting advocates accused the administration of acting in a high-handed manner. Lawyers alleged that the demolition drive was carried out without proper consultation with bar associations and claimed that many structures had existed for decades. Some advocates reportedly demanded compensation and alternative chambers before any demolition could take place. The incident led to temporary disruption of movement and heightened tension around the court area.

The developments also revived concerns regarding recurring tensions between lawyers and authorities in Lucknow’s judicial zones. Similar demolition drives and disputes over advocate chambers had occurred in previous years as well, including actions against alleged illegal constructions near the old High Court premises and district court roads.

Police officials stated that the situation was eventually brought under control after additional security forces were deployed in the area. Barricading was intensified and authorities continued to monitor the region to prevent further violence or escalation. No official confirmation regarding arrests or the exact number of injured persons had been issued till the latest reports.

The incident has triggered a wider debate on balancing enforcement of anti-encroachment measures with the concerns of legal professionals working around court complexes. यह पूरा विवाद इलाहाबाद हाई कोर्ट द्वारा पहले दिए गए आदेशों से जुड़ा हुआ है। मार्च 2026 में हाई कोर्ट ने पुराने हाई कोर्ट और जिला अदालत परिसर के आसपास बड़े पैमाने पर हुए अतिक्रमण पर गंभीर चिंता व्यक्त की थी। अदालत ने कहा था कि सार्वजनिक सड़कें, फुटपाथ और नाले अवैध चैंबरों, दुकानों और अस्थायी ढांचों से घिर गए हैं, जिनमें बड़ी संख्या अधिवक्ताओं की बताई गई थी। अदालत ने नगर निगम को “तत्काल कार्रवाई” करने और अवैध निर्माण हटाने का निर्देश दिया था।

नगर निगम ने पहले लगभग 72 अवैध अतिक्रमणों की पहचान की थी, जबकि बाद की रिपोर्ट्स में कहा गया कि 200 से अधिक वकीलों के चैंबरों और ढांचों को ध्वस्तीकरण के लिए चिन्हित किया गया था। कार्रवाई से पहले कई संरचनाओं पर नोटिस चस्पा किए गए और लाल निशान लगाए गए थे। अधिकारियों का कहना था कि कब्जाधारकों को स्वयं अतिक्रमण हटाने के लिए समय दिया गया था, जिसके बाद ही बलपूर्वक कार्रवाई शुरू की गई।

नगर निगम अधिकारियों के अनुसार, इन अतिक्रमणों के कारण कैसरबाग न्यायिक क्षेत्र में लंबे समय से भारी यातायात समस्या और अव्यवस्था बनी हुई थी। अधिकारियों का आरोप है कि कई चैंबर नालों, फुटपाथों और सार्वजनिक रास्तों पर अवैध रूप से बनाए गए थे, जिससे यातायात, सफाई व्यवस्था और आम जनता की आवाजाही प्रभावित हो रही थी। प्रशासन ने यह भी कहा कि पहले की कार्रवाई और नोटिसों के बावजूद अतिक्रमण स्थायी रूप से नहीं हटाए गए थे।

दूसरी ओर, प्रदर्शन कर रहे अधिवक्ताओं ने प्रशासन पर मनमानी का आरोप लगाया। वकीलों का कहना था कि कई चैंबर दशकों से मौजूद हैं और कार्रवाई से पहले बार एसोसिएशनों से कोई समुचित बातचीत नहीं की गई। कुछ अधिवक्ताओं ने वैकल्पिक चैंबर और मुआवजे की मांग भी उठाई। घटना के चलते अदालत परिसर के आसपास यातायात और सामान्य गतिविधियां कुछ समय के लिए प्रभावित रहीं।

इस घटनाक्रम ने एक बार फिर लखनऊ के न्यायिक क्षेत्रों में वकीलों और प्रशासन के बीच बढ़ते तनाव को उजागर किया है। इससे पहले भी पुराने हाई कोर्ट परिसर और जिला अदालत क्षेत्र के पास बने कथित अवैध वकील चैंबरों को लेकर कई बार ध्वस्तीकरण अभियान चलाए जा चुके हैं।

 

पुलिस अधिकारियों के अनुसार, अतिरिक्त बल की तैनाती के बाद स्थिति पर नियंत्रण पा लिया गया। पूरे इलाके में सुरक्षा बढ़ा दी गई है और किसी भी नई हिंसा या तनाव को रोकने के लिए निगरानी जारी है। ताजा रिपोर्ट्स आने तक किसी गिरफ्तारी या घायलों की आधिकारिक संख्या की पुष्टि नहीं की गई थी।
