Former Madras High Court Judge Justice Veerasamy Sivagnanam (Retd.), who is currently a Senior Advocate of the Supreme Court, has remained untraceable in Nepal since August 26, when severe floods and landslides struck parts of the country.

The Delhi Tamil Advocates Association has made an urgent appeal to Chief Justice of India Surya Kant and the Government of India, seeking immediate intervention to locate the retired judge, ascertain his safety and facilitate his safe return to India.

The development comes amid an ongoing rescue and relief operation in Nepal following the devastating flash floods and landslides, which have left large numbers of people missing, including Indian nationals and pilgrims.

Last Contact With Wife on August 26

According to the representation submitted by the Delhi Tamil Advocates Association to the CJI on August 30, Justice Sivagnanam was travelling in Nepal as part of a group of Tamil pilgrims when the natural disaster struck.

The association stated that a group photograph taken inside the pilgrims' bus reportedly confirms that Justice Sivagnanam was travelling with the group.

He reportedly last spoke to his wife through a WhatsApp call in the early hours of August 26. There has been no communication from him since then, according to the association's representation.

The prolonged absence of communication has raised serious concerns among his family, colleagues and members of the legal fraternity.

His Bus Reportedly Near Another Bus Whose Passengers Were Rescued

The association's appeal contains another significant detail concerning Justice Sivagnanam's whereabouts.

According to information conveyed to his family by fellow pilgrims, people travelling in another bus from the same pilgrimage group were subsequently rescued near the Armed Police Force (APF) Nepal Border Outpost at Timure.

Those rescued passengers reportedly told the family that the bus in which Justice Sivagnanam was travelling was approximately 100–200 metres away from their bus when the disaster struck.

The information has heightened concerns about the retired judge's safety and whereabouts.

However, there has been no official confirmation that Justice Sivagnanam has been injured or that he has died. He is presently being described as missing/untraceable, and efforts are being sought to establish his whereabouts.

Bar Body Appeals Directly to CJI Surya Kant

The Delhi Tamil Advocates Association has requested CJI Surya Kant to forward its appeal to the Government of India and other concerned authorities and seek immediate coordinated action to trace Justice Sivagnanam.

The association has specifically requested that authorities:

• locate Justice Sivagnanam;
• ascertain his safety and whereabouts;
• undertake necessary search and rescue efforts; and
• facilitate his safe return to India.

The representation was made under the guidance of the association's Patron President, Justice S. Nagamuthu (Retd.), Senior Advocate, and its President, P. V. Yogeswaran, Advocate-on-Record.

Justice V. Sivagnanam's Judicial Career

Justice Veerasamy Sivagnanam has had a judicial career spanning approximately 34 years.

He was appointed as a judicial magistrate on July 1, 1991, and was elevated as an Additional Judge of the Madras High Court in December 2020. The appointment notification included him among judicial officers elevated to the High Court.

The Supreme Court Collegium subsequently approved his appointment as a Permanent Judge of the Madras High Court.

During his tenure on the Madras High Court, Justice Sivagnanam heard a range of matters, including civil, criminal and writ proceedings. He also presided over several significant cases during his judicial tenure.

After his retirement from the High Court, the Supreme Court designated him as a Senior Advocate with effect from July 23, 2025.

Nepal Flood and Landslide Emergency

Justice Sivagnanam's disappearance comes amid a major disaster in Nepal.

Flash floods and landslides struck parts of the country on August 26, affecting areas along important routes and leaving several people stranded or unaccounted for.

Indian nationals and pilgrims have also been among those affected. Earlier reports indicated that around 20 Tamil pilgrims had taken refuge at the APF outpost in Timure, while efforts were continuing to trace other pilgrims whose whereabouts were unknown.

The wider humanitarian situation remains serious. NDTV reported on August 31 that more than 275 Indian nationals and 128 persons of Indian origin remained missing or could not be contacted according to information provided by the Ministry of External Affairs, while Indian and Nepalese authorities continued rescue and identification efforts.

Authorities are also working to identify unidentified victims, with India deploying a forensic team to assist Nepalese authorities in identification where visual identification is not possible.

Tamil Pilgrims Among Those Affected

Several Tamil Nadu and Puducherry pilgrims were travelling through the affected region as part of pilgrimage groups.

Reports from Tamil Nadu indicate that families of missing pilgrims have been seeking information about their relatives, while some pilgrims travelling in other buses have been rescued.

The Times of India reported that families were still awaiting information about people travelling in two buses whose whereabouts remained uncertain after the floods. The report also noted that the family of retired Justice V. Sivagnanam was anxiously awaiting information about him.

The pilgrimage itinerary reportedly included areas such as Kathmandu, Syabrubesi, Gyirong, Saga and the Kailash Mansarovar region.

No Confirmation of Justice Sivagnanam's Fate Yet

At present, it is important to distinguish between being reported missing and confirmation of death.

The Delhi Tamil Advocates Association's representation says that Justice Sivagnanam has remained untraceable since August 26. The fact that his bus was reportedly close to another bus whose passengers were rescued has increased concern, but it does not by itself establish what happened to him.

As of the latest reports available on August 31, 2026, there is no verified official confirmation of his death or rescue.

The immediate priority remains locating him and determining his safety.

Legal Community Seeks Coordinated Rescue Effort

The appeal from the Delhi Tamil Advocates Association underscores the concern within the legal fraternity over the whereabouts of the former High Court judge.

Given the difficult terrain, continuing flood-related disruption and the number of people still unaccounted for, the association has called for urgent governmental and diplomatic intervention.

The appeal to the CJI is intended to facilitate coordination between the relevant Indian authorities and those operating on the ground in Nepal.

26 अगस्त को पत्नी से हुई थी आखिरी बात

दिल्ली तमिल एडवोकेट्स एसोसिएशन द्वारा 30 अगस्त को CJI को भेजी गई अपील के अनुसार, Justice Sivagnanam नेपाल में तमिल तीर्थयात्रियों के एक समूह के साथ यात्रा कर रहे थे, तभी प्राकृतिक आपदा आई।

एसोसिएशन के अनुसार, तीर्थयात्रियों की बस के अंदर ली गई एक group photograph में Justice Sivagnanam की मौजूदगी दिखाई देती है।

एसोसिएशन ने बताया कि 26 अगस्त की सुबह उन्होंने अपनी पत्नी से WhatsApp कॉल पर बात की थी। इसके बाद उनसे कोई संपर्क नहीं हो पाया।

इसके बाद से उनका संपर्क नहीं होने के कारण परिवार, सहयोगियों और legal fraternity में चिंता बढ़ गई है।

दूसरी बस से 100–200 मीटर की दूरी पर थी उनकी बस

एसोसिएशन की अपील में Justice Sivagnanam के संभावित whereabouts को लेकर एक महत्वपूर्ण जानकारी भी दी गई है।

बताया गया है कि उसी pilgrimage group की दूसरी बस में यात्रा कर रहे कुछ लोगों को बाद में Timure स्थित Armed Police Force (APF) Nepal Border Outpost के पास बचाया गया।

इन rescued यात्रियों ने कथित तौर पर परिवार को बताया कि Justice Sivagnanam जिस बस में यात्रा कर रहे थे, वह उनकी बस से लगभग 100–200 मीटर दूर थी, जब आपदा आई।

इस जानकारी के बाद उनकी सुरक्षा और whereabouts को लेकर चिंता और बढ़ गई है।

Justice V. Sivagnanam का Judicial Career

Justice Veerasamy Sivagnanam का judicial career लगभग 34 वर्षों का रहा है।

उन्होंने 1 जुलाई 1991 को Judicial Magistrate के रूप में सेवा शुरू की और दिसंबर 2020 में Madras High Court के Additional Judge नियुक्त हुए।

26 अगस्त को नेपाल के विभिन्न हिस्सों में flash floods और landslides ने भारी तबाही मचाई। कई इलाकों में सड़क और यातायात व्यवस्था प्रभावित हुई और बड़ी संख्या में लोग फंस गए या लापता हो गए।

भारतीय नागरिक और तीर्थयात्री भी प्रभावित हुए हैं।

पहले की reports के अनुसार, करीब 20 तमिल तीर्थयात्रियों ने Timure स्थित APF outpost में शरण ली थी, जबकि अन्य लापता यात्रियों का पता लगाने के प्रयास जारी थे।

तमिल तीर्थयात्रियों के कई समूह प्रभावित

तमिलनाडु और पुडुचेरी से कई तीर्थयात्री नेपाल के प्रभावित इलाकों में यात्रा कर रहे थे।

तमिलनाडु से आई reports के अनुसार, कई परिवार अपने लापता रिश्तेदारों की जानकारी का इंतजार कर रहे हैं, जबकि कुछ अन्य buses में यात्रा कर रहे यात्रियों को सुरक्षित बचा लिया गया है।

The Times of India के अनुसार, दो buses में यात्रा कर रहे कुछ लोगों के whereabouts को लेकर परिवार अभी भी चिंतित थे। रिपोर्ट में retired Justice V. Sivagnanam के परिवार द्वारा उनके बारे में जानकारी का इंतजार किए जाने का भी उल्लेख किया गया।

Delhi Tamil Advocates Association की appeal से यह स्पष्ट है कि former High Court judge के लापता होने को लेकर legal fraternity में गंभीर चिंता है।

नेपाल में कठिन terrain, flood-related disruption और बड़ी संख्या में लोगों के अभी भी unaccounted होने के कारण association ने urgent government और diplomatic intervention की मांग की है।

CJI को भेजी गई appeal का उद्देश्य Indian authorities और Nepal में ground-level authorities के बीच coordinated efforts को आगे बढ़ाना है।
