First tranche of 73 vans to provide e-Courts services, legal aid, Mobile Lok Adalats and digital facilities at citizens' doorsteps

New Delhi, September 4, 2026: Chief Justice of India Justice Surya Kant is scheduled to flag off 26 Mobile eSewa Vans today as part of an initiative aimed at taking e-Courts services, legal aid and dispute-resolution facilities directly to citizens in remote and underserved areas.

The eCommittee of the Supreme Court of India, in collaboration with the National Legal Services Authority (NALSA) and the Department of Justice, Government of India, will organise the flag-off ceremony at 2:00 PM at the AB Lobby of the Administrative Buildings Complex of the Supreme Court of India in New Delhi.

The initiative is conceived as an extension of the eCourts Project and is aimed at addressing the digital divide in access to justice. According to the Supreme Court's official press note, the programme seeks to bring technology-enabled judicial services closer to people living in remote and underserved regions, while also creating greater awareness about available legal services.

26 Vans To Be Flagged Off In First Tranche

The ceremony will mark the launch of 26 Mobile eSewa Vans, which form the first tranche of a larger fleet of 73 vans.

The vans will be progressively deployed across designated jurisdictions of High Courts and District Courts throughout the country.

The initiative is intended to make access to justice more inclusive by taking essential court and legal services beyond conventional court premises and into areas where citizens may face difficulties in accessing digital infrastructure or travelling to courts.

What Services Will The Mobile eSewa Vans Provide?

The Mobile eSewa Vans are designed to provide a range of technology-enabled judicial and legal services.

According to the Supreme Court, these include:

• e-Courts services;
• Mobile Lok Adalats;
• digital e-filing;
• secure e-payments;
• legal literacy programmes;
• and facilities aimed at improving awareness of available legal remedies.

The vans will be equipped with high-speed connectivity, video-conferencing facilities and onboard power backup.

These technological facilities will also enable secure remote hearings and witness depositions to be conducted from the field, according to the Supreme Court.

Focus On Bridging The Digital Divide

The initiative has been framed against the broader objective of making access to justice more accessible and technology-driven.

While digitisation has significantly expanded the availability of judicial services, people in remote or underserved regions may still face practical barriers, including limited access to reliable internet connectivity, digital infrastructure and information about court procedures.

The Mobile eSewa Vans seek to address part of this gap by taking digital judicial infrastructure and legal assistance closer to citizens rather than requiring them to travel long distances to access certain services.

The initiative is also aligned with the objectives of the National Policy and Action Plan for Implementation of Information and Communication Technology in the Indian Judiciary, under which technology is being used to improve the efficiency, transparency and accessibility of judicial administration.

Senior Judicial And Government Officials To Attend

Justice Surya Kant, Chief Justice of India and Patron-in-Chief of the eCommittee, will flag off the vans.

The ceremony will also be attended by Justice Vikram Nath, Judge of the Supreme Court and Chairman of the eCommittee; Arjun Ram Meghwal, Minister of State (Independent Charge), Ministry of Law and Justice; and Justice Anjani Kumar Mishra, former Judge of the Allahabad High Court and Vice Chairman of the eCommittee.

Judges of the Supreme Court, senior officials of the Department of Justice, NALSA and the Ministry of Home Affairs are also expected to attend.

Members associated with the eCommittee, including officials from the Ministry of Electronics and Information Technology (MeitY) and the National Informatics Centre (NIC), along with representatives of the Attorney General's office, Solicitor General's office and Bar Council of India, are also scheduled to be present.

Technology As A Tool For Wider Access To Justice

The Mobile eSewa Van initiative represents a further step in the judiciary's efforts to use technology to expand access to justice.

The objective is not merely to digitise existing court processes but to take e-Courts facilities, legal assistance and dispute-resolution mechanisms directly to communities that may otherwise have limited access to such services.

The Supreme Court has described the initiative as an effort to democratise access to justice, particularly for citizens living in remote and underserved areas.

The launch of the first 26 vans, followed by the planned deployment of a total fleet of 73 Mobile eSewa Vans, is therefore expected to add a mobile dimension to India's ongoing judicial digitisation efforts.

The initiative reflects the judiciary's continuing emphasis on using technology, digital connectivity and field-based services to make the justice delivery system more accessible to citizens across geographical and technological divides.

नई दिल्ली: भारत के मुख्य न्यायाधीश न्यायमूर्ति सूर्यकांत शुक्रवार, 4 सितंबर 2026 को सुप्रीम कोर्ट परिसर से 26 मोबाइल ई-सेवा वैन (Mobile eSewa Vans) को हरी झंडी दिखाएंगे। यह पहल ई-कोर्ट्स परियोजना के तहत न्यायिक सेवाओं को दूरदराज और वंचित क्षेत्रों में रहने वाले लोगों के करीब ले जाने के उद्देश्य से शुरू की जा रही है।

ई-कमेटी, सुप्रीम कोर्ट ऑफ इंडिया, राष्ट्रीय विधिक सेवा प्राधिकरण (NALSA) और विधि एवं न्याय मंत्रालय के न्याय विभाग द्वारा आयोजित फ्लैग-ऑफ समारोह शुक्रवार को दोपहर 2 बजे, सुप्रीम कोर्ट के Administrative Buildings Complex के AB Lobby में होगा। CJI सूर्यकांत, जो सुप्रीम कोर्ट की ई-कमेटी के Patron-in-Chief हैं, समारोह में इन वैन को रवाना करेंगे।

73 वैन की योजना, पहले चरण में 26 वैन

सुप्रीम कोर्ट के अनुसार, 26 मोबाइल ई-सेवा वैन एक बड़े प्रस्तावित बेड़े की पहली खेप हैं। कुल 73 मोबाइल ई-सेवा वैन को चरणबद्ध तरीके से विभिन्न निर्धारित उच्च न्यायालयों और जिला न्यायालयों के अधिकार क्षेत्रों में तैनात किया जाएगा।

इन वैन का उद्देश्य केवल अदालतों से संबंधित जानकारी उपलब्ध कराना नहीं है, बल्कि ई-कोर्ट्स की डिजिटल सेवाओं, कानूनी सहायता और विवाद समाधान की सुविधाओं को सीधे नागरिकों तक पहुंचाना है।

क्या-क्या सुविधाएं मिलेंगी?

मोबाइल ई-सेवा वैन के माध्यम से दूरदराज के क्षेत्रों में रहने वाले लोगों को कई महत्वपूर्ण न्यायिक और कानूनी सुविधाएं उपलब्ध कराने की योजना है। इनमें प्रमुख रूप से शामिल हैं:

• ई-फाइलिंग (e-Filing)
• सुरक्षित डिजिटल भुगतान (e-Payments)
• कानूनी सहायता और कानूनी जागरूकता कार्यक्रम
• मोबाइल लोक अदालतें
• वर्चुअल/वीडियो कॉन्फ्रेंसिंग आधारित न्यायिक सुविधाएं

• दूरस्थ क्षेत्रों में विवाद समाधान संबंधी सहायता

इस पहल का उद्देश्य ऐसे नागरिकों के लिए न्याय व्यवस्था तक पहुंच आसान बनाना है, जो भौगोलिक दूरी, डिजिटल सुविधाओं की कमी या अन्य कारणों से न्यायिक सेवाओं तक आसानी से नहीं पहुंच पाते।

डिजिटल डिवाइड को कम करने की कोशिश

मोबाइल ई-सेवा वैन को डिजिटल डिवाइड कम करने की दिशा में एक महत्वपूर्ण कदम माना जा रहा है। ई-कमेटी के अनुसार, तकनीक का इस्तेमाल केवल अदालतों की कार्यप्रणाली को तेज और अधिक प्रभावी बनाने के लिए ही नहीं, बल्कि न्याय तक सार्वभौमिक पहुंच सुनिश्चित करने के लिए भी किया जा रहा है।

वैन में हाई-स्पीड कनेक्टिविटी, वीडियो कॉन्फ्रेंसिंग की सुविधा और पावर बैकअप जैसी तकनीकी व्यवस्थाएं होंगी। इनके माध्यम से आवश्यकता पड़ने पर दूरदराज के स्थानों से सुरक्षित रिमोट हियरिंग और गवाहों के बयान जैसी सुविधाएं भी संभव हो सकेंगी।

कौन-कौन रहेगा मौजूद?

फ्लैग-ऑफ समारोह में CJI सूर्यकांत के अलावा सुप्रीम कोर्ट के न्यायमूर्ति विक्रम नाथ, जो ई-कमेटी के चेयरमैन हैं, तथा कानून एवं न्याय मंत्रालय के राज्य मंत्री (स्वतंत्र प्रभार) अर्जुन राम मेघवाल की उपस्थिति रहेगी।

इसके अलावा न्यायमूर्ति अंजनी कुमार मिश्रा, जो इलाहाबाद हाईकोर्ट के पूर्व न्यायाधीश और ई-कमेटी के वाइस चेयरमैन हैं, सहित न्यायपालिका, न्याय विभाग, NALSA और संबंधित सरकारी एवं तकनीकी संस्थानों के वरिष्ठ अधिकारी समारोह में शामिल होंगे।

तकनीक के जरिए न्याय को लोगों के करीब लाने की पहल

मोबाइल ई-सेवा वैन का उद्देश्य न्यायिक व्यवस्था को केवल अदालत परिसरों तक सीमित रखने के बजाय तकनीक के माध्यम से नागरिकों के दरवाजे तक पहुंचाना है।

यह पहल ई-कोर्ट्स परियोजना और न्यायपालिका में सूचना एवं संचार प्रौद्योगिकी के इस्तेमाल से संबंधित National Policy and Action Plan के अनुरूप है। इसके जरिए विशेष रूप से दूरदराज, ग्रामीण और न्यायिक सेवाओं से अपेक्षाकृत वंचित क्षेत्रों में रहने वाले लोगों को डिजिटल न्याय सेवाओं से जोड़ने पर जोर दिया गया है।

सुप्रीम कोर्ट की इस पहल का व्यापक उद्देश्य न्याय तक पहुंच को अधिक समावेशी, पारदर्शी और सुलभ बनाना तथा तकनीक को नागरिकों और न्याय व्यवस्था के बीच की दूरी कम करने के प्रभावी माध्यम के रूप में इस्तेमाल करना है।
