NALSA Holds North Zone Regional Conference in Dehradun; Justice J.K. Maheshwari Emphasises People-Centric Justice

The National Legal Services Authority (NALSA), in collaboration with the Uttarakhand State Legal Services Authority (UKSLSA), organised the North Zone Regional Conference on “Enhancing Access to Justice” on April 11, 2026, in Dehradun, Uttarakhand.

The conference was held at Taj Mussoorie Foothills under the theme “Justice Beyond Barriers: Rights, Rehabilitation and Reform for the Most Vulnerable.”


Inaugural Session & Key Dignitaries

The inaugural session was graced by Justice J.K. Maheshwari, Judge of the Supreme Court of India and Chairman of the Supreme Court Legal Services Committee.

Other prominent dignitaries included:

  • Justice Sandeep Mehta, Judge, Supreme Court of India
  • Justice N. Kotiswar Singh, Judge, Supreme Court of India
  • Justice Manoj Kumar Gupta, Chief Justice, Uttarakhand High Court
  • Justice Manoj Kumar Tiwari, Executive Chairman, UKSLSA
  • Justice Alok Kumar Verma, Chairman, Uttarakhand High Court Legal Services Committee

Justice Maheshwari’s Key Observations

In his inaugural address, Justice Maheshwari stressed the importance of a people-centric justice delivery system, stating that justice must not merely exist in theory but must effectively respond to real human needs.

Invoking philosopher John Rawls, he highlighted that justice is the foremost virtue of social institutions, and legal systems must evolve to address ground realities.


Focus on Marginalised Communities

Justice Sandeep Mehta emphasised that access to justice should be judged by its reach to the most marginalised sections of society, echoing Gandhian philosophy of prioritising the “last person in the queue.”

Justice N. Kotiswar Singh underscored that legal aid is closely linked to people’s livelihoods and lived realities, and strengthening it is essential to uphold constitutional values and the rule of law.


Key Technical Sessions

The conference featured important technical sessions addressing core issues of access to justice:

1. Forest Rights Act, 2006 – Implementation Challenges

  • Focused on transition from recognition to realisation of rights
  • Discussed individual and community forest rights
  • Included participation from judiciary, senior advocates, and community representatives
  • Highlighted challenges faced by communities like the Van Gujjars

2. Prison Reforms & Undertrial Justice

  • Addressed human-centric legal aid systems
  • Focused on undertrial prisoners and prison reforms
  • Included participation from High Court Chief Justices, legal experts, and social reform advocates

Significance of the Conference

The conference served as a crucial platform for:

  • Strengthening legal aid delivery mechanisms
  • Promoting inclusive justice systems
  • Addressing systemic barriers faced by vulnerable communities

It reflects NALSA’s continued commitment to ensuring that justice is accessible, equitable, and responsive to all sections of society.


देहरादून में NALSA का उत्तर क्षेत्रीय सम्मेलन आयोजित; न्यायमूर्ति जे.के. महेश्वरी ने ‘जन-केंद्रित न्याय प्रणाली’ पर दिया जोर

नेशनल लीगल सर्विसेज अथॉरिटी (NALSA) ने उत्तराखंड राज्य विधिक सेवा प्राधिकरण (UKSLSA) के सहयोग से “न्याय तक पहुंच को सुदृढ़ करने” विषय पर उत्तर क्षेत्रीय सम्मेलन 11 अप्रैल 2026 को देहरादून में आयोजित किया।

इस सम्मेलन का आयोजन “Justice Beyond Barriers: Rights, Rehabilitation and Reform for the Most Vulnerable” थीम के तहत किया गया।


उद्घाटन सत्र एवं प्रमुख अतिथि

उद्घाटन सत्र में सुप्रीम कोर्ट के न्यायाधीश न्यायमूर्ति जे.के. महेश्वरी मुख्य अतिथि रहे।

अन्य प्रमुख गणमान्य व्यक्तियों में शामिल थे:

  • न्यायमूर्ति संदीप मेहता
  • न्यायमूर्ति एन. कोटिश्वर सिंह
  • न्यायमूर्ति मनोज कुमार गुप्ता (मुख्य न्यायाधीश, उत्तराखंड उच्च न्यायालय)
  • न्यायमूर्ति मनोज कुमार तिवारी
  • न्यायमूर्ति आलोक कुमार वर्मा

न्यायमूर्ति महेश्वरी के विचार

न्यायमूर्ति महेश्वरी ने अपने संबोधन में कहा कि न्याय प्रणाली को जन-केंद्रित (People-Centric) होना चाहिए और उसे वास्तविक जीवन की समस्याओं का समाधान करना चाहिए।

उन्होंने दार्शनिक जॉन रॉल्स का उल्लेख करते हुए कहा कि न्याय सामाजिक संस्थाओं का सर्वोच्च गुण है।


हाशिए पर खड़े लोगों पर विशेष ध्यान

न्यायमूर्ति संदीप मेहता ने कहा कि न्याय तक पहुंच का मूल्यांकन इस आधार पर होना चाहिए कि यह समाज के सबसे कमजोर वर्गों तक कितना पहुंचता है।

न्यायमूर्ति एन. कोटिश्वर सिंह ने कहा कि विधिक सहायता लोगों के जीवन और आजीविका से सीधे जुड़ी है, इसलिए इसे मजबूत करना आवश्यक है।


मुख्य तकनीकी सत्र

1. वन अधिकार अधिनियम, 2006

  • अधिकारों की मान्यता से क्रियान्वयन तक की चुनौतियों पर चर्चा
  • समुदाय आधारित अधिकारों पर विशेष जोर
  • वन गुज्जर समुदाय की समस्याओं पर प्रकाश

2. कारागार सुधार एवं विचाराधीन कैदी न्याय

  • मानव-केंद्रित विधिक सहायता
  • जेल सुधार और अंडरट्रायल कैदियों की स्थिति
  • न्याय प्रणाली को अधिक संवेदनशील बनाने पर चर्चा

सम्मेलन का महत्व

यह सम्मेलन निम्न उद्देश्यों के लिए महत्वपूर्ण रहा:

  • विधिक सहायता प्रणाली को मजबूत करना
  • समावेशी न्याय प्रणाली को बढ़ावा देना
  • कमजोर वर्गों के लिए न्याय तक पहुंच सुनिश्चित करना
