Justice Vikram Nath inaugurates Mobile Lok Adalat Vans of Telangana State Legal Services Authority

Justice Vikram Nath, Judge of the Supreme Court of India and Executive Chairman of the National Legal Services Authority (NALSA), inaugurated two Mobile Lok Adalat Vans launched by the Telangana State Legal Services Authority (TSLSA) in Hyderabad. The initiative aims to expand the reach of legal aid services to remote and rural areas of Telangana.

The inauguration ceremony took place on March 14, 2026, at Novotel HICC, Hyderabad, in the presence of several senior judicial dignitaries and members of the legal fraternity.

Judicial dignitaries present at the event

The event was attended by several prominent members of the judiciary, including:

• Justice Satish Chandra Sharma, Judge of the Supreme Court
• Justice Aparesh Kumar Singh, Chief Justice of the Telangana High Court and Patron-in-Chief of TSLSA
• Justice Aniruddha Bose, former Supreme Court judge and Director of the National Judicial Academy
• Justice P. Sam Koshy, Judge of the Telangana High Court and Executive Chairman of TSLSA
• Justice K. Lakshman, Judge of the Telangana High Court and Chairman of the High Court Legal Services Committee

Other judges of the Telangana High Court and several judicial officers also participated in the programme.

Purpose of the Mobile Lok Adalat Vans

The Telangana State Legal Services Authority introduced the Mobile Lok Adalat Vans to strengthen access to justice for people living in remote villages and underserved regions.

The initiative seeks to ensure that individuals who cannot easily approach courts or legal offices are able to obtain legal advice, assistance and dispute resolution services closer to their homes.

Currently, TSLSA has 34 District Legal Services Authorities (DLSAs) across the state but only a limited number of mobile vans to serve them. The addition of two new vans will significantly improve outreach and legal awareness efforts.

Features and facilities inside the vans

The Mobile Lok Adalat vehicles have been designed as multi-utility legal service units equipped with modern facilities. Each van contains two cabins with different functions:

1. Lok Adalat & technology cabin

• Facility to conduct Mobile Lok Adalats
• Video-conferencing equipment
• Computer systems, LED television and webcam
• High-speed internet and LAN connectivity
• Microphone system
• CCTV monitoring
• Power backup through UPS and generator
• Split air-conditioning

2. Travel and outreach cabin

• Seating arrangements for judicial officers, panel lawyers and para-legal volunteers
• Space for conducting legal awareness programmes in different districts

These facilities enable authorities to conduct legal awareness camps, dispute settlement sessions and online consultations with lawyers directly in villages.

Services to be provided through the vans

The Mobile Lok Adalat Vans will be used for multiple legal service activities, including:

• Providing free legal aid and legal advice to citizens
• Organising legal literacy and awareness programmes
• Informing people about their legal rights and available compensation mechanisms
• Promoting government welfare schemes and NALSA initiatives
• Screening educational films on legal awareness
• Conducting mobile Lok Adalat sittings for settlement of disputes
• Providing video-conference access to legal consultation with advocates

Operational schedule

A monthly tour schedule will be prepared and circulated to the District Legal Services Authorities in advance. The Chairpersons of DLSAs will design the travel programme covering villages across their districts so that the vans can reach communities requiring legal assistance.

Significance of the initiative

Lok Adalats are part of India’s alternative dispute resolution (ADR) system, functioning under the Legal Services Authorities Act, 1987, and are intended to resolve disputes through mutual settlement without lengthy court procedures.

The introduction of mobile Lok Adalat vans represents a step toward bringing justice to people’s doorsteps, especially in rural and marginalized communities that often face barriers in accessing legal institutions.

TSLSA ने इन मोबाइल वैन को ग्रामीण और दूरस्थ क्षेत्रों में रहने वाले लोगों तक कानूनी सहायता पहुंचाने के लिए शुरू किया है।

इस पहल का उद्देश्य यह सुनिश्चित करना है कि जो लोग अदालतों या कानूनी कार्यालयों तक आसानी से नहीं पहुंच सकते, उन्हें उनके गांव या क्षेत्र में ही कानूनी सलाह और विवाद निपटान की सुविधा मिल सके।

इन मोबाइल वैन को मल्टी-यूटिलिटी कानूनी सेवा इकाई के रूप में तैयार किया गया है और इनमें आधुनिक तकनीकी सुविधाएं उपलब्ध हैं।

इन वैन के माध्यम से दी जाने वाली सेवाएं

इन मोबाइल वैन के माध्यम से कई प्रकार की कानूनी सेवाएं प्रदान की जाएंगी, जैसे:

• नागरिकों को मुफ्त कानूनी सहायता और सलाह देना
• कानूनी जागरूकता शिविर आयोजित करना
• लोगों को उनके कानूनी अधिकारों और मुआवजा प्राप्त करने के तरीकों के बारे में जानकारी देना

संचालन व्यवस्था

इन वैन का मासिक कार्यक्रम पहले से तैयार किया जाएगा और जिला विधिक सेवा प्राधिकरणों को भेजा जाएगा।

प्रत्येक जिले के DLSA के अध्यक्ष अपने जिले के गांवों को शामिल करते हुए इन वैन के दौरे का कार्यक्रम तय करेंगे।

महत्व

लोक अदालतें भारत में वैकल्पिक विवाद समाधान प्रणाली (ADR) का महत्वपूर्ण हिस्सा हैं, जो Legal Services Authorities Act, 1987 के तहत स्थापित हैं। इनका उद्देश्य अदालतों में लंबित मामलों को आपसी सहमति से जल्दी और कम खर्च में निपटाना है।

मोबाइल लोक अदालत वैन की शुरुआत “न्याय को लोगों के दरवाजे तक पहुंचाने” की दिशा में एक महत्वपूर्ण कदम मानी जा रही है।
