Adani Green Energy Halts Controversial Wind Farm Project in Sri Lanka

Gautam Adani-led Adani Green Energy has officially withdrawn its nearly $1 billion renewable energy wind farm project in Sri Lanka, marking a significant development in international business and energy law. The project, which aimed to build two wind farms in the Mannar and Pooneryn regions, with a total capacity of 484 MW, was marred by mounting controversies regarding pricing, environmental concerns, and the project's approval process.

Key Issues Behind the Withdrawal

  • Inflated Tariffs and Financial Concerns: The project’s tariff of $0.0826 per kWh for power generation came under severe scrutiny. Critics argued that the tariff was excessive and would cause financial losses to Sri Lanka, pushing for a revision to $0.05 per kWh. Legal experts highlighted concerns over the pricing system, which led to protests and legal petitions against the agreement.

  • Environmental Impact: The wind farms, planned for ecologically sensitive areas in Mannar and Pooneryn, also faced criticism due to their potential adverse environmental impact. This sparked protests from local communities, raising issues related to the project’s ecological sustainability.

  • Opaque Approval Process: The approval process of the project came under fire due to a lack of transparency. Reports revealed that an MoU was signed under the leadership of former President Gotabaya Rajapaksa in 2022, but details of the agreement were not made public initially. New Government’s Stance and Review Committee Formation

  • With the election of Anura Kumara Dissanayake as the new President in September 2024, the project’s future was placed under review. Dissanayake had previously pledged to cancel the project, citing concerns over Sri Lanka’s energy sovereignty.
  • In January 2025, the Sri Lankan government announced the creation of a committee to evaluate the terms of the wind farm agreement and potentially renegotiate the deal. Despite this, the project was not immediately canceled. A government spokesperson clarified that the committee’s role was to review the project and determine necessary adjustments before any final decision.

Adani Group’s Withdrawal Statement

In a formal communication, Adani Green Energy expressed its decision to withdraw from the project, citing ongoing discussions with CEB officials and government representatives. The company stated that while it respected Sri Lanka’s sovereignty and choices, it would no longer pursue the wind farm developments due to the uncertain regulatory environment and concerns about potential renegotiations.

Implications for Adani Group’s International Projects

This withdrawal marks the second setback for the Adani Group’s international ventures in the past few months. In November 2024, the Kenyan government had ordered the cancellation of a $736 million power transmission deal between Adani Energy Solutions and Kenya Electricity Transmission Company, further exacerbating the company's international legal and business challenges.

This case highlights the increasing legal scrutiny faced by multinational corporations in their overseas projects, particularly in sectors like renewable energy. The incident raises important questions about corporate governance, contract transparency, and political influence in awarding large-scale projects.
