What Has Happened?

The Department of Telecommunications (DoT) has introduced the Intra Circle Roaming (ICR) facility, aimed at enhancing connectivity across India. This initiative allows telecom service providers (TSPs) like Reliance Jio, BSNL, and Airtel to share infrastructure at government-funded mobile towers, ensuring uninterrupted 4G access even in remote and underserved areas of the country.

The ICR facility is designed to improve mobile network coverage by enabling operators to utilize each other's network infrastructure in areas where their own towers may not be present. This collaboration between service providers is expected to boost connectivity, especially in rural and difficult-to-reach regions, and contribute to the goal of providing seamless mobile services nationwide.

What Is Intra Circle Roaming (ICR)?

The Intra Circle Roaming (ICR) facility enables mobile users to connect to other telecom networks when their own provider's cellular tower or network is unavailable. For instance, if a Jio user experiences weak signals, they can seamlessly switch to nearby Airtel or BSNL towers, which are supported by government-funded mobile towers. This system helps to ensure continuous 4G access even in remote and underserved areas.

This initiative is part of the Digital Bharat Nidhi (DBN), formerly known as the Universal Service Obligation Fund (USOF), which aims to improve telecom infrastructure across India. The Telecommunications Act 2023 established USOF to enhance connectivity and support the government's mission of Digital India. Union Minister Jyotiraditya Scindia highlighted the importance of this collaboration in expanding telecom access across the country.

How Will It Help?

The introduction of ICR is expected to provide reliable mobile coverage to more than 35,000 villages in India using nearly 27,000 mobile towers. This initiative is significant for bridging the digital divide and ensuring seamless connectivity in regions that were previously underserved. By facilitating shared use of infrastructure, the ICR system aims to:

  • Boost economic activities by improving connectivity for businesses in remote regions.
  • Enhance education and healthcare services by ensuring uninterrupted mobile access.
  • Reduce network outages, especially in areas where telecom infrastructure is sparse.

Better Network Coverage

Previously, the government-funded DBN towers could only be accessed by the telecom operator that installed them, meaning other users couldn’t connect to these towers. With the ICR facility now in place, users of any telecom network can benefit from these towers, significantly improving network coverage in areas where signal outages were common.

What It Means for Users?

For consumers, the ICR initiative means:

  • Fewer dropped calls and better data speeds, even in areas where their network provider might have limited coverage.
  • A reduction in the need for multiple telecom towers, leading to better resource utilization and potentially lower costs for telecom companies in the long run.

This improved connectivity will enhance user experience, particularly in rural areas, and ensure seamless mobile access across the country.

Sanchar Saathi App & National Broadband Mission 2.0

Additionally, the Department of Telecommunications has launched the Sanchar Saathi App, available for iOS and Android devices. The app aims to help users secure their telecom resources and combat telecom fraud. The government has also introduced the National Broadband Mission (NBM) 2.0, which aims to connect 1.7 lakh villages across India, furthering the goal of universal connectivity.
